Initiative 52

In 1999, Colorado barred residents without proof of legal status from obtaining a driver’s license or Colorado ID. Initiative 52 is a proposed Colorado ballot initiative that would authorize the DMV to issue a driver’s license, temporary driver’s license or ID card to all Colorado residents who pay state taxes, can prove their identity and pass their driver’s test.

The title as designated and fixed by the Board is as follows:

An amendment to the Colorado Revised Statutes allowing a non-citizen resident of Colorado who does not provide proof of lawful presence in the United States to obtain a Colorado driver’s license by establishing proof of identity and Colorado residency with a Colorado tax return, a federal individual tax identification number, and an identifying document issued by his or her country of origin.

The ballot title and submission clause as designated and fixed by the Board is as follows:Shall there be an amendment to the Colorado Revised Statutes allowing a non-citizen resident of Colorado who does not provide proof of lawful presence in the United States to obtain a Colorado driver’s license by establishing proof of identity and Colorado residency with a Colorado tax return, a federal individual tax identification number, and an identifying document issued by his or her country of origin?
